River Mill
Located one mile west of Estacada, the River Mill Plant generates enough electricity to power more than 10,000 homes. Adult salmon and steelhead move upstream on the dam’s fish ladder. PGE is building a new fish ladder that meets current standards.

Downstream fish passage
About seven miles upstream, juvenile steelhead and salmon migrating downstream enter the North Fork fish ladder. They travel 1.7 miles and are diverted into a holding tank near Faraday Diversion Dam. They are identified and counted daily and released into a five-mile-long, 20-inch diameter bypass pipe that returns them to the river here, below River Mill Dam.
