Positive changes for health care options coming in 2020

We understand how important it is to have affordable health care choices to match individual preferences. 

After researching new ways to provide more flexible, affordable options, we will be partnering with Via Benefits Insurance Services, a retiree health plan coordinator, to administer medical plan options for 2020 and beyond for non-represented retirees.

Historically, PGE has only been able to provide a few plan options. In partnership with Via Benefits, retirees will now have access to a variety of different carriers and plans to choose from, including many networks you are familiar with now.

Via Benefits provides online tools, expanded service hours and access to experienced, licensed benefit advisors to help you make the choice that best fits your needs. If you enroll in a competitively priced plan through Via Benefits, you may qualify for a PGE company contribution.

Benefit advisors are available

  • Experienced, licensed advisors will help you make informed and confident health care enrollment decisions for medical, prescription drug, dental and vision plans.
  • Advisors are available weekdays by phone from 5:00 a.m. to 6:00 p.m. pacific time, to provide advice and decision-making support based on your current coverage, potential needs and budget.
  • Advisors can help you determine advantages and costs of various plans, providing counsel until you are comfortable with the decision you are making for 2020 and beyond.

Health care pre-enrollment season is underway

Via Benefit Advisor uses several tools to help you select a heath care plan that is best for you and your individual situation.

One step that you can take now to help ensure that the benefit advisor has all the information that they need is to complete the confidential pre-enrollment process.

We recommend that you begin by completing your personal medical profile. Your profile includes a list of current medications and the doctors you like.

To create your profile, call 866-228-2046 if you are 65 or older and 866-228-2033 if under 65 or go online at the Via Benefits website. You can setup your profile and schedule an appointment to discuss plans and pricing. (Pricing is only available after your open enrollment period begins.)

PGE Company Contribution available if you enroll through Via Benefits

If you enroll in a health care plan through Via Benefits, you may be eligible for the PGE Company Contribution Account (CCA) benefit. The PGE CCA allows you to be reimbursed for a portion of your medical premium and is only available if you enroll through Via Benefits.

When you take advantage of PGE’s CCA, Via Benefit plan offerings provide a great value when compared to plans without the CCA.

Your advisor will be able to share your CCA benefit amount during your individual phone counseling conversation.

CCA eligibility

This may be your last opportunity to be eligible for the CCA.

If you are 65 and over, this is your last opportunity. You must enroll with Via Benefits for health coverage beginning in 2020 and stay enrolled to continue to receive the CCA.

If you are under 65 you can enroll through Via Benefits this year, or you will have one final opportunity the year you turn 65 and enroll in a Medicare plan through Via Benefits.

Pension payroll distribution and deductions

If you are currently covered by a PGE sponsored health plan or have optional life insurance now, PGE currently deducts your insurance premiums from your pension, or PGE bills you directly for the premiums. PGE also automatically subtracts the CCA from your health care premium for eligible participants.

Beginning with your first pension check in 2020, your insurance premiums will not be taken from your pension, you will get a full pension minus only your taxes withholding. You will begin making your insurance premiums directly to the insurer you select through Via Benefits.

Your Via Benefit Advisor can help setup auto pay with your healthcare insurance provider, as well as automatic reimbursement for your CCA. Ask about these two features when you enroll through Via Benefits.

Keep in mind there is no change to your pension at all. You still will receive your full pension on your check or deposit, and you will have full transparency into the cost of your insurance.

MetLife Insurance Direct Access

Beginning in January 2020, you will have direct access to your life insurance account at MetLife. You will be able to see how much life insurance you have, change your address, and update your beneficiaries.

If you have optional coverage you will make your premium payment directly to MetLife. You no longer need to go through PGE HR to make these changes.

With MetLife’s online service you can do this 24-hours a day, 7-days a week. MetLife also has a call center fully staffed with knowledgeable, helpful representatives to answer your questions and to help you make changes.

Look for a letter from MetLife in mid-November with details and contact information.

Health Reimbursement Accounts, HRA (non-represented)

Not everyone has a Health Reimbursement Account (HRA). If you have a balance remaining in your HRA, it is currently managed by Optum.

As of Jan. 1, 2020, the administration of your HRA is being transferred to Via Benefits. You will receive a funding guide to reimbursement from Via Benefits with full instructions on how to set-up your account and access the funds for eligible 213D expenses.

If you have an HRA with a balance, information regarding the transfer of balances and a submission blackout period will be sent to you in early November.

In the meantime, please submit any 2019 eligible expenses to Optum as soon as possible.

If you have a low balance account, $200 or less you are strongly encouraged to use up those funds prior to the end on 2019.
