PGE and Pacific Power Offer Plans to Advance Electric Vehicle Adoption

PORTLAND, Ore. — Today Portland General Electric (PGE) and Pacific Power submitted their Transportation Electrification Plans to the Public Utility Commission of Oregon. PGE and Pacific Power are proposing ways to accelerate transportation electrification to benefit Oregonians.
“On behalf of our customers, energy companies such as PGE and Pacific Power have an essential role in advancing the use of electricity as a transportation fuel,” said Carol Dillin, vice president, customer strategies & business development at PGE. “Electric vehicles (EVs) have many benefits for our customers. They cost 50 percent less to operate than gas-powered vehicles, and can lower carbon emissions significantly. PGE installed the first public EV quick charger in the US, and helped build landmark projects like the West Coast Electric Highway. Building on our experience with EVs, we are committed to ensuring that Oregon continues to lead the way in adopting cleaner transportation options. We look forward to working with the Commission and other stakeholders to advance this plan.”
“We may be reaching a tipping point with electric vehicles with the newest models having ranges over 200 miles,” said Scott Bolton, vice president, external affairs and customer solutions at Pacific Power. “But to fully leverage the opportunity these vehicles offer, Oregon needs the right infrastructure, and to make the benefits available to our customers. The plan we have put forward will help Oregon achieve that vision.”
In its filing, PGE focused on pilot proposals to build more electric transportation infrastructure, educate customers about the benefits of electricity as a fuel, and implement innovative programs to test new technologies. Specifically, PGE proposes to:
- Partner with TriMet on mass transit electrification by providing the charging infrastructure for five battery-run electric buses, which will make the benefits of electric transportation available to a wide variety of communities;
- Install six more public “Electric Avenue” quick-charging stations, such as the one on SW Salmon in front of the World Trade Center, which will each include up to four dual-head fast chargers and one level 2 charger. This will significantly increase the availability of quick-charge stations in the Portland area;
- Conduct an outreach and education campaign to provide information about the benefits of electric transportation and technical assistance for customers; and
- Pilot new initiatives to learn best-practices for fleet electrification, demand response, and vehicle to grid technology.
In its own filing, Pacific Power offered four key proposals:
- An outreach and education campaign to make consumers aware of vehicle electrification options, considerations and benefits through direct communication with customers, online tools and resources, technical assistance and partnership at community events;
- Revised price schedules to make the operation of fast charging stations more economical;
- Install approximately seven public charging stations owned and operated by Pacific Power to increase visibility and access; and
- Demonstration and development pilot to offer financial support to customers exploring innovative community-based vehicle electrification ideas.
“Portland General Electric and Pacific Power have produced extremely thoughtful plans based on many conversations with diverse stakeholders,” said Jeff Allen, executive director of Drive Oregon. “Supporting more electric transit buses, promoting greater access to fast charging, and developing innovative demonstration projects, particularly in lower income communities, are all great steps to help advance transportation electrification, as required by Oregon’s new law. We are particularly excited about the consumer engagement aspects of these plans. Most Oregonians simply have no idea that over 20 models of electric vehicles are readily available to buy today, that half a dozen of them can be leased for about $200 a month, or that they are incredibly fun to drive. Electric companies have a key role to play in helping their customers learn more about these energy efficient new products.”
“TriMet is excited about the potential to partner with PGE to expand our electric bus pilot project that will deliver a cleaner, quieter service to our riders and the community,” said TriMet General Manager Neil McFarlane. The proposals will be considered by the Commission as outlined in the Oregon Clean Energy and Coal Transition Act, which became law earlier this year after being strongly supported by PGE and Pacific Power as well as environmental and customer advocacy groups.
